We have a missile cruisers and corvettes, but they also are not as functional for modern warfare. We have amphibious ships, but they are somewhat outdated and can not solve the entire spectrum of tasks. Almost all of our fleet, at the moment, is confined to a powerful, full-scale war, but never to the rapid precision strikes.

And it is this weakness of our maritime doctrine showed Georgian war in 2008, in which Russian naval group simply did not have time to go at the right time on the right line. What was needed was a breakthrough vehicle. And that it was the jewel of the French Navy "Mistral". French quite difficult Russia agreed to sell two ships of this class. But factors such as personal relationships Putin and Sarkozy, as well as the lack of orders for the French shipyards, led to the fact that the French, despite enormous pressure and opposition from the EU, the USA and NATO, did sign the contract with Russia.
