We emphasize, that this amount of public investment is in the engineering and traffic infrastructure, excluding investments in tourism infrastructure and without private investment in general.
Investing public funds in 2011 will take place within the framework of infrastructure development of Hainan Island to create the world's largest resort in 2020.
The program is based on the following basic principles:
- Co-financing of projects for modernization of the engineering and traffic infrastructure of Hainan Island with public funds and funds from corporate sources;
- Development of various forms of public-private partnerships in the Hainan Province, with the use of public funds in order to reduce investment risks;
- Open selection of projects for the construction of engineering and road infrastructure in Hainan Province.
To achieve these goals, in 2011 in Hainan Province, will solve the following problems:
- Construction of the engineering and road infrastructure in Hainan Province, necessary for the operation of tourist facilities.
- More effective management of engineering infrastructure in Hainan Province.
Total announced 163 projects of construction engineering and traffic infrastructure of Hainan Island in 2011. Among them are the largest:
- Construction of Western high-speed rail link;
-Construction of solar power;
-Build an airport in Boao.
-Construction of ring road junctions;
- Expansion of the roads in the Sanya City.
All of these projects in one article to consider the impossible, but consider the project of the expansion the most congested roads in the Sanya City. In 2010, in order to improve the road infrastructure of Sanya City, was developed a list of 5 most congested streets, to be increased in 2011-2013. Extension of streets in 2011 will be held in a complex, which will allow almost 2-fold increase in throughput, improve quality landscaping, lighting, design, public transport and will allow for the construction of pedestrian crossings with incomplete closure of the movement. In addition, the expansion of roadway will organize a movement of public transport on a separate dedicated lanes, which, according to the European experience, is the most efficient form of organization of the movement.
