Health code in China: types, obtaining, application, restrictions

The health code in China is based on real data, which can be generated online by citizens or processed personnel through self-declaration, and after background checks, a personal health QR code can be generated.

 

The QR code is used as an electronic voucher that allows individuals to enter and leave the region, as well as for a one-time declaration, which is universal in the city.

 

On March 30, 2021, the National Government Service Platform "Health Code for Epidemic Prevention" integrated information related to the "Communication Big Data Route Map", which can display the user's travel information in the health code, no matter where they have been.

 

Previously, on December 10, 2020, the National Health Commission of China, the National Health Insurance Administration and the State Administration of Traditional Chinese Medicine jointly issued a "Notice on the Further Promotion of Internet + Medical Health" and "Five One Services", which clearly requires that all localities used "medical" codes, which are mutually recognized throughout the country through one code.

 

On April 29, 2020, the State Administration for Market Regulation (Standards Committee) released the announcement of the release of the "Personal Health Information Code" series of national standards.

In this series of standards, the national standard fast procedure was adopted, and it took only 14 days from drafting to release.

 

 After the implementation of this series of national standards, the code system, display mode and data content of personal health information codes can be unified, and personal information protection, information exchange and use can be coordinated. It is suitable to guide the design and application of information systems related to the medical code.

 

The health code application covers use cases such as community management, enterprise reopening, transportation, school reopening, drug purchase registration, supermarkets and shopping malls, and can help communities, businesses, schools, etc. with key tasks such as epidemic prevention management and epidemic control.

 

In order to prevent and control the epidemic, as well as resume production and work, the Health Code can effectively manage the flow of people, improve the efficiency of inspections in crowded places such as office buildings, shopping malls, subways and railway stations.

 

THERE ARE THREE TYPES OF "HEALTH CODES":

- green code does not restrict movement,

- code red - 14 days centralized or home quarantine is required, after 14 consecutive days of normal testing it will be converted to code green,

-yellow code - observation or home quarantine for 7 days, if after 7 days in a row it shows that the test is normal, it will change to a green code.

 

The "Health Codes" management information system is based on real data, connects to relevant databases such as a dynamic checklist of key personnel, and issues "Health Codes" based on the results of verification and comparison of information, declared weight and background data.

The health code system has formed a set of standards that can be quickly launched according to the needs of different regions and combined with the needs of epidemic prevention and control in different regions.

 

In order to promote mutual recognition of "health codes" in different regions, the National Integrated Public Services Platform provides three ways to implement mutual recognition and exchange of information between provinces:

 

The first is the transfer of inter-provincial recognition and exchange without changing the existing local "Health Codes". Added the function of preventing regional epidemics and sharing medical information, as well as the function of mutual recognition between regions, to the local "Health Code".

 

The second is the docking of the "health code" of various localities with the "epidemic prevention information code" of the national integrated public service platform, and the transformation of the "epidemic prevention information code" of the national integrated public service platform as an intermediary to realize the mutual recognition of inter-regional "health codes".

The third type are areas where a local "health code" has not been developed. The national integrated public service platform "Epidemic Prevention Information Code" can be used directly, and local epidemic prevention information and health-related information can be combined to achieve cross-regional mutual recognition.

 

On February 29, 2020, the National Public Services Platform launched the "Information Code on Epidemic Prevention and Public Health". The public can use the "Epidemic Prevention Information Code" entry in the WeChat mini-program on the "National Public Service Platform."

 

In this service, the Epidemic Prevention Health Code record provides a health code application service. After authenticating with your real name and a simple personal health message, you can apply for your own epidemic prevention information code, and you can enter and exit communities, office buildings, and other places with the code.

 

On May 20, 2021, the Macau Novel Coronavirus Response Coordination Center announced that an updated version of the health code system will be launched from May 21. At this time, the Macau Health Code page will display the details of the vaccination record and the effective date of protection.

 

Update of codes on the occasion of vaccination: 3 new display states have been added, namely: "Complete immunization against the new coronavirus", "New coronavirus not complete immunization" and "No new coronavirus vaccine". Vaccinations must be completed to become a golden health code

 

For people who have been vaccinated, the health code has been updated to a golden health code. The Gold Health Code is represented by a green code with a gold border around it, with tick marks in the upper left corner, indicating that the wearer has been protected by the new corona vaccine.

 

In order to help people apply for and use the Health Code, the National Health Commission has clearly suggested appropriate measures:

-First, people use the "no abnormality" information displayed by the national integrated government service platform to prevent epidemics or each region's health code green code, that is, they can pass through checkpoints, residential areas, stations, airports , ports, passenger terminals, ferries and open docks, hospitals, parks and other places without the need to apply.

 

Second, improve the use of health codes for special groups such as the elderly and minors. Health codes in different regions need to be completed by relatives and friends, such as one person linking multiple people and other functions, support the use of family members' smartphones to obtain a health code, to facilitate group travel.

 

Thirdly, to allow circulation of paper status codes “green codes” or “no deviations”.

Fourth, with the permission of the individual, staff can be authorized to check the health code on behalf of staff, requesting identification documents, etc. to facilitate group travel.

Fifth, regions and places where conditions allow, should create conditions for older people who do not use smartphones.

Sixth, strengthen health code data security management and resolutely prevent data leakage.

The issuance of various health codes demonstrates the innovative thinking of local governments in managing major community emergencies.
