During the 13th Five-Year Plan (1996-2020), the human resources and social sphere of Hainan Province achieved high results. During the 13th Five-Year Plan period, 629,300 new jobs were created in the province, the registered urban unemployment rate was 2.78%, the number of displaced rural jobs was 719,600, the registered unemployed in the cities re-employed a total of 167,900 people, as well as 57,900 people experiencing difficulties with employment were re-employed.


During the 13th Five-Year Plan period, the number of people participating in basic pension insurance in the province reached 6,301,600, and the participation rate was 91%. The number of people participating in occupational injury insurance has reached 1,700,600, and the number of people participating in unemployment insurance has reached 1,946,600. During the 13th Five-Year Plan period, 10 training bases for highly skilled talents were established in the province (4 at the national level, 6 at the provincial level).


Significant progress has been made in reforming the personnel system and the system of remuneration of government institutions. Reform of the wage system in government agencies continued to deepen, and a reasonable and orderly model for the distribution of wages was formed. The mechanism for determining wages in state enterprises, the mechanism for normal growth and the mechanism for guaranteeing payments were improved. Labor laws and regulations were further improved, and initially a collective bargaining mechanism on corporate wages was established with the participation of the party committee, government leadership, tripartite coordination, trade unions and active participation of enterprises and employees. The efficiency of labor and personnel dispute resolution, labor safety supervision and law enforcement is constantly improving.


The legal rights and interests of migrant workers are reliably protected. The Provincial People's Congress revised the "Several Occupational Safety Oversight Regulations in Hainan Province", which revolutionized the protection of the legitimate rights and interests of migrant workers to the level of local laws. The country's first local social security card regulations, the Hainan Provincial Universal Social Security Card Service Management Regulations, were promulgated. As of the end of 2020, the number of social security cardholders in the province has reached 9.3379 million.
