Government of the Russian Federation issued an order dated February 11, 2021 No. 304-r on accepting the proposal of the State Corporation on space activities "Roskosmos", agreed with the Ministry of Foreign Affairs of Russia, the Ministry of Justice of Russia and other interested federal bodies executive power and preliminary worked out with the Chinese side, on the signing of a Memorandum of Understanding between the Government of the Russian Federation and the Government of China People's Republic on cooperation in the creation of International Scientific Lunar Station.


State Corporation for Space activities of Roscosmos was instructed to sign on behalf of the Government of the Russian Federation specified Memorandum, allowing to make changes to it that are not of a fundamental nature.


Of all the Chinese spaceports, it is the Wenchang spaceport on the Hainan island that is most suitable for launching all types of rockets required for construction The International Scientific Lunar Station of Russia and China, so soon Russian space technology specialists will appear on the Hainan Island.


Advantages of Wenchang Cosmodrome on Hainan Island for Construction The International Scientific Lunar Station of Russia and China is due to the proximity to the equator, which provides an advantage in the initial impulse when launching space rockets and the location on the coast of the South China Sea with an abundance of convenient berths necessary for the delivery and unloading of the Changzheng-5 and Changzheng launch vehicles -7 "from the manufacturing plants to the launch site with the cheapest and the only mode of transport suitable for such cargo - sea, which cannot be done in any other cosmodromes in Russia and China.


At the Wenchang Cosmodrome on Hainan Island, two main launch complexes have already been built, connected by special rails with two assembly buildings, one of these complexes has a platform for launching the Changzheng-5 carrier rockets, and the second complex has a launch pad for launching rockets. carriers "Changzheng-7", and now the third, largest complex is being built, on which the launch pad for the launch of super- heavy carrier rockets "Changzheng-9" will be located.


Most recently, from the Wenchang cosmodrome, in July 2020, the Changzheng-5 rocket sent to Mars the first spacecraft in Martian orbit, a lander and the first Chinese rover (based on the Yutu lunar rover), and in November 2020, the Changzheng-5 rocket Launched the Chang'e-5 lander to the Moon, which collected more than 2 kg of lunar soil on the Moon and delivered back to Earth.


Next will be the launch in 2021 of the Tianhe base module weighing 24 tons for the Chinese modular orbital station and two laboratory modules Wentian and Mengtian, each weighing 20 tons. In 2024, the Xun Tian orbital telescope with a mirror with a diameter of 2 meters and with the ability to moor to the Chinese orbital station will be launched into space.


The Changzheng-7 launch vehicle will play a major role in the future of China's rocket launches from the Wenchang cosmodrome, various modifications of this rocket will make it possible to replace the carriers of the Changzheng-2, 3 and 4 series, which are currently used to launch Chinese manned spacecraft.
