HONG KONG: 2022 ENTRANCE RULES FOR CITIZENS OF ALL COUNTRIES

Before leaving for Hong Kong, pay attention to the appropriate boarding, quarantine and testing measures.

Travelers can submit the form online (https://www.chp.gov.hk/hdf/).

Quarantine measures for arriving travelers

ONLY FULLY VACCINED HONG KONG RESIDENTS CAN BOARD FLIGHTS TO HONG KONG FROM HIGH RISK PLACES. IN MEDIUM RISK PLACES, ONLY HONG KONG RESIDENTS AND FULLY VACCINATED NON-HONG KONG CITIZENS MAY BOARD FLIGHTS TO HONG KONG.

 

Full vaccination means that the proposed dose was administered in accordance with the relevant COVID-19 vaccination course guidelines at least 14 days prior to arrival in Hong Kong. Travelers who have recovered from a previous COVID-19 infection will need to receive one dose of COVID-19 vaccine to be considered fully vaccinated.

 

Travelers between the ages of 12 and 17 who received one dose of the vaccine at least 14 days ago are considered eligible to complete the COVID-19 vaccination course in accordance with the boarding and quarantine requirements.

 

Hong Kong residents who have received one dose of the recognized COVID-19 vaccine and have a recognized vaccination record are exceptionally allowed to land in Hong Kong from designated Group A locations if they have been confirmed by a healthcare practitioner that they cannot receive a second dose. Pass 2 forced quarantine tests (DTS test);

Testing institutions for conducting tests should be:

Mandatory testing on the 26th day upon arrival in Hong Kong at any Community Testing Center (CTC)

 

GROUP B

 (medium risk) All locations outside of China that are not included in the specified groups A or C

 

Applicable Persons: Travelers who stayed at the designated group B location (s) on the day of embarkation / arrival in Hong Kong or within 14 days prior to that day, and who:

Hong Kong residents and who are Hong Kong residents or non-residents of Hong Kong

 

HAVE NOT BEEN FULLY VACCINED:

Landing requirements:

Confirmation of a negative nucleic acid test result for COVID-19 based on PCR within 72 hours (including documentary evidence that the laboratory is ISO15189 accredited or recognized by the state); and:

 

Confirmation of a room reservation at DQH for a minimum of 21 nights

 

Confirmation of a negative nucleic acid test result for COVID-19 based on PCR within 72 hours (including documentary evidence that the laboratory is ISO15189 accredited or recognized by the state);

Confirmation of a DQH room reservation for a minimum of 14 nights; as well as undergo mandatory quarantine for 21 days in a specially designated quarantine hotel; and

Pass 6 tests in compulsory quarantine (professional collection of smears)

 

HAVE BEEN FULLY VACCINED:

Applicable Persons: Hong Kong residents and non-Hong Kong residents who have stayed only at designated Group C locations, mainland or Macau during the applicable period (on the day of embarkation / arrival in Hong Kong or within 14 days prior to that day)

 

HAVE NOT BEEN FULLY VACCINED:

Landing requirements:

Confirmation of a negative nucleic acid test result for COVID-19 based on PCR within 72 hours (including documentary evidence that the laboratory is ISO15189 accredited or recognized by the state); and

Confirmation of a DQH room reservation for a minimum of 14 nights

Confirmation of a negative nucleic acid test for COVID-19 based on PCR within 72 hours (including documentary proof that the laboratory is accredited according to ISO15189 or recognized by the state);

Confirmation of a DQH room reservation for a minimum of 7 nights; and

 

Quarantine requirement:

Go through a mandatory 14-day quarantine in a special quarantine hotel;

Pass 4 tests in compulsory quarantine (professional sampling of smears);

Self-control for the next 7 days; and

Mandatory testing on the 16th day upon arrival in Hong Kong (professional swab collection at a Community Testing Center (CTC) or a recognized local medical testing facility); and

Mandatory testing on the 19th day of arrival in HK (must be done at CTC)

 

HAVE BEEN FULLY VACCINED:

Go through a mandatory 7-day quarantine in a special quarantine hotel;

Complete 2 studies in compulsory quarantine (professional sampling of smears);

Self-control for the next 7 days; and

Mandatory testing on days 9, 12 and 16 upon arrival in Hong Kong (professional swab collection at a Community Testing Center (CTC) or a recognized local medical testing center); and

Mandatory testing on the 19th day of arrival in HK (must be done at CTC)

 

Travelers to Hong Kong should be advised that even if they did a COVID-19 nucleic acid test before returning to Hong Kong, for reasons of prudence, they will still be instructed to undergo COVID-19 testing at the DH Temporary Sample Collection Center and wait for their test results. at the designated location in accordance with the Disease Prevention and Control Ordinance (Cap 599).

 

If the test results are negative, they will be allowed to travel to the hotel where they have booked in order to continue the mandatory quarantine until it ends. If successful, travelers will be transferred to a hospital for isolation and treatment. Close contacts with confirmed cases will be sent to a quarantine center. Travelers must bear their own hotel cancellation or other related costs due to a positive test result.

 

DH issues mandatory quarantine orders to these returnees. The relevant government department will also prepare electronic bracelets for them (with the exception of those that undergo mandatory quarantine in special quarantine hotels). According to quarantine regulations, they cannot leave their hotel rooms and move around the hotel during the entire quarantine period. LANDING REQUIREMENTS

ACCOMMODATION CONDITIONS AND QUARANTINE FOR ACCOMPANIED CHILDREN

 

For individuals who have stayed in high-risk locations, Hong Kong residents who have been fully vaccinated and have a recognized vaccination record can board flights to Hong Kong. Hong Kong residents or children of Hong Kong residents under the age of 12 who have not yet been vaccinated can also board a plane to Hong Kong if they are accompanied by Hong Kong residents who have met the boarding requirements. At the end of the quarantine period for accompanying persons, accompanied minors can return home with their companions to self-isolate at home until the end of their full quarantine period (i.e. 21 days for those arriving from Group B and Taiwan,

 

- accompanying persons placed in mandatory quarantine in the CCM, together with the accompanying minors, are fully vaccinated;

if accompanied minors and accompanying persons need to use public transport in order to return home from DQH, they can only take a taxi and should not go ashore en route;

all family members 12 years of age and older who remain with the accompanying minors during isolation must be fully vaccinated. If there are other minors under the age of 12 among the household members and they have not yet been vaccinated, these minors should also be isolated at home during the same period;

 

accompanied minors who have not yet been vaccinated and other minors in the household cannot contact other persons who have not yet been fully vaccinated (with the exception of minors in the same household who are also isolated at home); and

 

accompanied minors and other household members who stay together during home isolation will undergo certain mandatory testing: if the mandatory quarantine period at DQH is 7 days, they must have mandatory testing on days 9, 12, 16 and 19 of arrival in Hong Kong. TEST PROCEDURES FOR PERSONS ARRIVING IN HONG KONG

Mandatory Test Takers must retain SMS notifications containing test results and associated medical certificate (if applicable) for verification when the designated officer requires individuals to provide information on the specified test.

 

Ministry of Health officials will distribute collection vials to mandatory quarantine individuals during their mandatory quarantine period upon arrival in Hong Kong. They should collect deep throat saliva samples using the sample vials as instructed on the specified testing dates and return the collection vials the same day.
