Fines up to 100 thousand yuan imposed for burning garbage and making fires in Haikou, Hainan, China

In order to continue to maintain the excellent environment and air quality in Haikou and protect the health of people, the city has issued a Notice on the prohibition of open burning of garbage by the Haikou People’s Government, specifying that open burning of garbage in the administrative district of Haikou is prohibited throughout the year , and violators can be fined up to 100,000 yuan.


According to the Notice, when openly burning straw, fallen leaves and other agricultural and forestry wastes that cause smoke and dust pollution, the district competent departments of agriculture and agriculture must fix and can impose fines of 500 to 2,000 yuan; illegal burning of electronic waste, linoleum, rubber, plastic, leather, asphalt, garbage and other substances causing toxic substances, harmful, unpleasant odors or strong smells must be corrected by the district comprehensive administrative law enforcement department, and a fine of between 10,000 and 100,000 yuan per person and 500 yuan per person.


 Regarding the supervision of the ban on burning straw and garbage, the Haikou Municipal Administration Bureau is responsible for the unified supervision and management of the ban on burning garbage, and also organizes the fight against open burning of garbage, in accordance with the principle of territorial management each district government is responsible for overseeing the burning of garbage. The main responsible unit is responsible for creating and improving the responsibility system for overseeing the prevention of waste incineration, as well as for the good work of investigating and punishing the prohibition of incineration of waste within its jurisdiction.
