So on the website of the Ministry of Education and Science (Ministry of Science and Higher Education of the Russian Federation) it was not possible to find any news about student charters to China at all - the latest news found about China on the website of the Ministry of Education and Science is dated November 26, 2021 and there is no news about any charters for students.

No confirmation of this information was found on the website of the Chinese Embassy in the Russian Federation.

In connection with the requests of Russian citizens to the Embassy of Russia in the PRC for assistance in coming to China for the purpose of study, we would like to draw your attention to the fact that the issues of issuing entry visas of the PRC are within the exclusive competence of the consular offices of the PRC abroad. The Ministry of Foreign Affairs of the People's Republic of China, the Ministry of Education of the People's Republic of China and Chinese universities also do not have the ability to set the deadlines for the entry of foreign students into China before a decision is made by the operational headquarters for combating coronavirus.
